2019 Street Crack Sealing Project Out for Bid

As part of the City’s annual road maintenance program, the City of St. Helens Engineering Division is currently soliciting bids for the 2019 Crack Sealing Project. Bids will be received until 2:00 p.m. on Tuesday, July 16 and will be publicly read in the City Hall Council Chambers at that time. Pavement cracking is inevitable because as asphalt pavement continues to experience aging, traffic loads, and other stressors it will slowly deteriorate over time. Crack sealing is generally used as the first preventive measure in pavement preservation, and is one of the most effective and cost-saving methods of doing so. Crack sealing has been proven in studies to slow the rate of cracking and it often doubles the life of pavements. When cracks are ignored, they continue to increase in size and depth and results in more pavement damage that will cost much more to repair further down the road.

Crack sealing is a method in which a hot, sticky, asphalt-based sealant is applied to pavement cracks. It does not cover or resurface the entire street – it just fills cracks. The sealant forms a long-lasting, resilient seal which is flexible and expandable when pavement temperatures rise and fall. Crack sealing prevents the surface water from intruding between the layers of asphalt and sub-grade rock, thus preventing premature pavement failures, deterioration and potholes. Work on this project is expected to occur late summer/early fall of this year.

The Crack Sealing project will focus on sealing the cracks on the following streets:

  • Columbia Boulevard from 6th Street to 8th Street
  • N Vernonia Road from Columbia Boulevard to Pittsburg Road
  • S Vernonia Road from Columbia Boulevard to Hwy 30
  • Barr Avenue from Burt Road to Pittsburg Road
  • S 12th Street from Old Portland Road to Columbia Boulevard
  • Sykes Road from Hwy 30 to Columbia Boulevard
  • N 16th Street / N 15th Street from Oregon Street to St. Helens Street
  • West Street from Deer Island Road to N 1st Street
  • Mountain View Drive & Westboro Way from Sykes Road
