Finance has the fiduciary responsibility to safeguard the City’s financial assets and manage them in accordance with the generally accepted accounting and financial management principles.
General Functions of Finance
- Budget: Compilation of the annual budget for review and approval of the City’s Budget Committee and City Council, and monitor for compliance and performance.
- Treasury: Provide cashiering, investments, banking, debt administration, collections, accounts payable, payroll, and financial forecasting/modeling services.
- Utility Billing: Provide courteous and professional customer service to utility customers and timely information on accounts.
- Financial Reporting: Provide monthly, quarterly, and annual financial reports in compliance with federal, state and local regulations.
Finance Director Jon Ellis was hired with the City of St. Helens in October 2010. He comes to the City with extensive experience in municipality finances. Ellis obtained his Bachelor of Science in Accounting from State University of New York before attending California State University where he earned a Masters in Finance and Human Resource Management. He began his career as an accountant with Shell Oil in New Orleans. After moving to California, he worked for the City of Bakersfield as an accounting supervisor, City of Half Moon Bay as finance director, and City of Cotati as finance director. He spent the last ten years at the City of Salem, where he was the assistant finance director.In his position with the City of St. Helens, Ellis hopes to improve communications and dissemination of financial and operational information. He is working to restructure the current budget so that it is more transparent. His major goals for the Finance Department include creating an enhanced budget, improving and maintaining a safe and productive work environment for staff, and clearly articulating the City’s financial state to the Council and citizens. Ellis’ focus is on customer service and his door is always open to citizens who have questions.
