Finance has the fiduciary responsibility to safeguard the City’s financial assets and manage them in accordance with the generally accepted accounting and financial management principles.

General Functions of Finance

  • Budget: Compilation of the annual budget for review and approval of the City’s Budget Committee and City Council, and monitor for compliance and performance.
  • Treasury: Provide cashiering, investments, banking, debt administration, collections, accounts payable, payroll, and financial forecasting/modeling services.
  • Utility Billing: Provide courteous and professional customer service to utility customers and timely information on accounts.
  • Financial Reporting: Provide monthly, quarterly, and annual financial reports in compliance with federal, state and local regulations.

  • Matt Brown

    Finance Director


    Finance Director Matt Brown was hired with the City of St. Helens in 2016. Brown is a native Oregonian who earned a Bachelor of Science from Western Oregon University with a focus in management and a minor in Economics. In 2013, Brown graduated from Marylhurst University with a MBA.  Brown has worked for Pacific University and Northwest Regional Educational Service District (NWRESD) as an accountant. Brown was hired as the Senior Management Analyst at the City of Forest Grove in December 2013. While at Forest Grove, he worked with department heads on strategic planning and helping to expand and create their Capital Improvement Plan, managed the City’s budget process, and completed rate studies and revenue analysis. Brown has a Professional Finance Officer Certification through the Oregon Government Finance Officers Association (OGFOA) where Brown is also a board member.
